If your focus is on making the best possible product, then you should only submit updates when necessary. However, if your focus is on making the most accessible and easy-to-use product for your audience, then you should be willing to submit new emulator versions throughout development. I would like to point out that "Im not update emulator section because there is retroarch. And standalone emulators are not needed now." is a very bad take, regardless of what you do here. Relying on just RA is bad.
