Whats the best free or bootlegable video conversion software?

What exactly are you planning to convert? If you can be more specific on the video format then we might help you better.

To WMV: Windows Movie Maker.
To MPEG: TMPEGenc.
To AVI (DivX): VirtualDub.

I just got a PSP, so somthing mp4-ish would be nice

You can use the PSP profile in Nero Recode to convert the videos.

one method is to use dvdshrink 3.2 (that encodes teh .vob files so they can be viewed normally on a pc.)then you can use divx (pro?) to compress them. i assume you can do that with any movie and put them on a umd and watch them on your psp.

I think XviD is way better than DivX.
