Emulator Problem: MAMEUIFX32 0.126u3

If I try to set MAME to Sync to monitor refresh some of my games will start to skip alittle like on Street Fighter Alpha 3. Now if I set it to Triple Buffing the skip is not there anymore.

My monitor refresh is 75 Hz could that be it.
