Failure to Initialize Plugins?

Hey howdy hey!
I've been using emulators for some years now, getting the feel around the average emulator, I have two computers, a laptop and a desktop.
My desktop computer is a nice machine, 256Mb graphics, and it plays all of my nintendo 64 games with ease, and initializes all plugins.

Laptop however, isn't so easy. I have Project64 1.6 installed, and the Jabo plugins are good, although they do happen to stall every 6 or so seconds with a pause, but still playable. I downloaded a Rice 6.6.0 plugin, put it into the plugin directory, but upon entering the settings menu to change the plugin, I was told that the plugin failed to initialize...
"Failed to load plugin: c:\Program Files\Project64 1.6\Plugin\RiceVideo.dll"

This occurs with nearly every plugin I try to get working. After massive sprees of plugin download sessions, I got 90% failing, and GlN64 v0.4.1, Jabo, Rice video 6.0, and Tr64 working, but most of them aren't that great.

Does any one have a solution? Or maybe how through options I could fix Jabo's error?
