If I download a playstation emulator does that mean that i can play playstation games on the pc?

You also need gamed, original, burnt or ISOs (game images), but you can't ask for that here.

Plus, you need BIOS and plugins (or perhaps Gamepad for extra fun) depends on what emulator you are using.
