I have ePSXe 1.9.0, and I'm having trouble with the games not running smoothly if I have to exit the game, then re-enter it. So I can't save or load states in other words. If I just run it directly and don't exit it, it works fine... It doesn't seem like it is the save/load state that is the problem, I get this issue even if I just hit escape and then "continue" under "run".

I have win 8.1. Come to think of it, I haven't played my PSX-emulator since I upgraded to win 8. Never had any issues before.
