New here and have trouble with emulator

Just so all of you know i'm far from being a pro at this. I downloaded the emulator on this site ePSXe, because i would like to play Silent Hill one on my pc. Is there a step by step text here, or someone patient enough to explain to me how to exatcly make this thing work ?!? It says that i can't open the emulator, and should maybe download it again...that is what i did...didn't work. So i deleted every stuff related to that to start over again, but this time i would need guidance please.
