Which pokemon game should I play first Pokemon FR/LG or Emerald?

you should definitely refrain from playing either of those, and go get suikoden 2 instead. pokemon sucks!

I think you can start from whichever you want, since the storyline is somehow parallel (same storyline, some minor different details).
