Speed problem with one game

Well I got this small problem the game runs normally at 2x speed but when I engage in a conversation (text) it goes back to normal speed. So when put FPS limiter on the game now runs normal speed but when engaged in text I get 2x slower speed. Can anyone help.

USE PeteDX6 D3d 1.75 plugins adn dont change nothing, it should be fully playable.. this is the settings most find most effective. Try these

Majorly depends on your PC specs in which affects your gameplay, not only plugins.
