new PC Engine emulator

I havent seen this on the site, and since the emu's that are listed are so outdated (due to the lack of emulators) i decided to submit a new one that i use.

it is in japanese but there is an english version, this has a pretty high compatability rate. it supports hu-cards and the cd games.
currently it supports (providing you have the system cards)

CD
SuperCD
ArcadeCD
GamesExpressCD

and everything in between.
