What program are you using? Just opening the GIF, increasing its size then saving it will save it to single frame. If you're not using a program that supports producing and loading GIF animations then loading the GIF will result in only loading the 1st frame. Knowing this, when you save it... you're really only saving the 1st frame (thus why its no longer animated)
Some good programs are... Adobe ImageReady and Jasc Animation Shop. There's lot of great freeware ones out there as well!
