FireRed Problem

After I beat the E4 I'm supposed to go to Island 1 and talk to the rocket grunts to get the Ruby. But even after defeating the E4 several times I'm still having trouble getting them to fight! I've been all over the place, talked to Celio multiple times and I still can't get them to fight. Can anyone help?

And also isn't the Elite 4's pokemon levels meant to increase? Beaten them about 5 times and still in 50's.

Have you delivered Celio's Meteorite to his buddy in Island 2?

Elite 4 become stronger after you capture Mewtwo and finish the island sidequests.
