PS1 Emulator help (noob)

So, I'm pretty much clueless on how to work this ePSXe emulator. I've used the SNES/NES ones, they seemed to be pretty simple.

Say I go to http://www.emulator-zone.com/doc.php/psx/epsxe.html and download the ePSXe 1.6.0 Playstation emulator.. what would I do next?

It says

Tip: Make sure to also download and configure the plugins & playstation bios otherwise ePSXe will not work!

Where would I find the plugins/bios?

Also.. where could I find some good PS1 games, like Final Fantasy 7/9?

as for games and BIOS, please read the rules:

1. Do not ask for, offer or supply materials that are considered illegal
We do not permit discussions about getting any illegal materials, such as Ripped Music CDs(MP3 etc), Ripped Movies(Divx etc), ROMs, ISOs or Warez. Threads which break this rule will be either closed or simply deleted and the thread creator will be dealt with accordingly.

Wasn't aware the BIOS/Games were illegal, thought you could have them if you owned the original game.

you can have them only if you ripped the BIOS or carts or CDs or whatever yourself.
