Yes it would seem Gens32 v1.72 is a WIP. But why does that stop you from posting it? You post the zSnes wip every month..

That is because an official Zsnes release only takes place about once a year (or even longer). Also, the changes in Zsnes are major, while IMHO these Gens derivatives don't really add a lot to the emulation itself.
