So I downloaded and got everything set to play on the GBA Emulator...but when I try to play a game, it says "The 1M sub-circuit board is not installed."
What on earth...?

You should use VBA (Visual Boy Advance). Download Here you dont have to set up anything just open the Zip file and extract the contents into a folder on your computer.
