Epsxe is running to fast, and I did try different settings. How Do I fix it?

I tried different resolutions, fixed frame rate, made the frame rate 60...70....100...tried them all. If I fix the frame rate, then its so slow that the music and sound crackles. But, if I dont fix it or make a set frame rate, then it runs too fast and when I try talking to people, (Valkyrie Profile), I have to try 10 times to get next to them. I tap it and I shoot past.

Another thing, I set it to 100, but when I do stuff the frame rate goes to 30-40 untill I stop moving.

My computer specs -

Pentium 4 2.8ghz
Windows XP
1.5gig ram
ATI Radeon 9800
350gig HD

I think thats all thats needed, but if not, then Ill post what you need.
