but it is dated October 17th, 1998 - Version 1.10

is this one the best one out i really like this game thanks

also when i use this patch from there it makes my rom checksun bad

Romhacking.net is the best site around to check for all English translations. As you can see here, it's the only one available.

There were a couple of retranslation projects/enhacements of RPGe translation, which was a bit buggy, but both project are dead or mssing. Anyway, you can get the latest versions I could find here and there
