You can download emulators here and no, there's no working NDS emulator yet.

There is one called Ensata that can run very few of them, but it's terribly slow. Do a Google search and you will find it. It's not worth the bother IMHO though.

If you're looking for something to run commercial games, forget it.
None of the emus emulates the microphone, the temperature sensor, lid open/close etc. Only one does sound. Most don't even emulate the X and Y keys yet.
Really, it would be much quicker, and more satisfying to buy the real thing.
