Hi sorry dumb question but umm..

When I've downloaded all the patches and plug in's for this emulator do I need to own the game such as (final fantasy 7 cd) to play it? or can I run a file of some kind from my pc for a psx game?

You can use a real CD or a copy of the CD's in your hard disk.

First of all what emulator are you using? and if you have an image of the cd game you can run it from your hard drive, just you have to use RUN ISO. Since you are new to emulation I suggest you use Delta autorunner, you can download from here: http://www.emulator-zone.com/doc.php/psx/epsxe.html
This is a config tool for EPSXE that will help you a little bit, it help me when I was starting too.
