What would be the best way to run a game like Tekken 3? Outside of graphics cards...

Connectix Virtual Game Station........ or perhaps a hacked version called Emurayden.

Note : Don't ask about as it is not allowed.

What about on Mame?

MAME can't play Tekken 3 normally as you are hoping for. You will need ZinC in order to make it run smoothly. (Of course, 3D cards is important on it.)

Note : Had some problems on video emulation (Probably needs to be redump).
