problem with tales of destiny 2

the game eas going without problems till i reached the desert area.
there it started to get very laggy on daytime battles also making the backgroud grey. But the main problem is in town and dungeon. upon entering it also starts to lag and the screen looks like this :
is it a problem with graphics driver or something else ...

PC spec:
Celeron 1GHz
384 SD RAM
Radeon 9600 XT 128/128
winxp SP2

Emulator:
epsxe
video driver ete's d3d driver 1.76
sound driver :epsxe spu core 1.5.2
bios file :scph1001bin
