I notice there are a lot of games that are not listed on nebula for neo geo. Are they not compatible(?) and if so is there another emulator for neo geo that plays them?

They're less than 2 years old so are not officially suppported. Mame (offcial) support more NeoGeo games than Nebula because hasn't been updated this year.
To play every released NeoGeo game, you should get either an unnoficial Mame, like NeoMame32 that support this games, or other hacked/leaked emulators, loaders, or dats for Nebula. Some Nebula version can use any dat file, so most would be playable. Also it's possible to compile your own Mame or FBA with that games enabled.
About getting this emus we can't give you any links as it's not allowed. Make a google search instead.
