when i try to open a rom it says no WGL extensions

first of all, there's no such thing as ps1 roms.. games are iso (image) files or they are mounted on a virtual drive.

Make sure you configured your plugins and bios before loading a game.

And also try to configure the other GPU plugins.

Or update you video card drivers, because you might be trying to use OGL/OGL and your current card or drivers don't support this API

Thank you for your support. It was a month ago, but who knows, perhaps I ever was a mod

Well, back to topic. Let see it silverfox1992 makes that work. I'm pretty sure this can be solved either updating the gfx drivers or using another plugin if his card doesn't support OGL/OGL2
