Yes. Put the roms into the ROMS folder, which will be a subfolder of the one that the emulator is in. Dont unzip the roms.
One more thing, make sure that you have the bios especially for NeoGeo games.

how do i ensure that i havfe the bios?.. will it come with the neorage emulator that i download? or does it come with the game itself
Usually they don't. Make sure that you find Neogeo.zip through Google! if you don't have it.
