chancast does not work??????

Since Chankast is the only avaliable emu for dreamcast, I tried downloading that from the site, v 0.25. The only thing I ended up with was a text file "ChankastAlpha025.rar". When I tried on the chanka.org home site the same thing happened. The file is not an .exe file but a .rar, how am I supposed to make that start??
Does anyone know?
