Uh, I think VirtualDub will do that. Check out the guides and FAQs on doom9.
Well, I found a program called "Aare AVI to VCD DVD SVCD MPEG Converter" through TuCows. I'll keep it overnight and see if it worked. Right now it seems good, it has good ratings.

I've got that program, but I don't think that it can merge 2 files together..Can it?
