Is there perhaps any neo-geo emulator out there that will play just about anything (like neo-rage x dose) ,but with the video features of say... Kawaks (2xSai and all that)?

Yes, NeoMame32K (by Jimpy) v1.0. It's a great emulator and I have not had any problems with it to date. It also supports Samurai Shodown V and Samurai Shodown V Special as well as Metal Slug V and Metal Slug X.
Oddly enough, I cannot find NeoMame32k v1.0 anywhere on the net anymore. I've still got the .rar file but I don't remember where I got it.
It supports: 2xSal, Super 2xSal, Eagle, Super Eagle, and lots more.
