its basically a patch for a rom file, i think.... but my understanding is that whats being provided is 100% legal

wots the point in translating the game y not jus download one thats in the right language 4 u lol.

That's because some of the games only being released in Japanese version only.

Examples :
Super Robot Wars series for PSX
Samurai Spirit (RPG version) for PSX
King of Fighters - Kyo for PSX
and so on.

In other words, some people who doen't have the patience to understand the Japanese Language wants the translation so much.
