There will be either made by fans or Valve.
There are three possibilities:
First Half Life 3 made by fans on Unreal Engine:

It must have been ten years that I look at the official Valve site from time to time, to see if there is anything new. I did not see much for a while, except that they put forward their gaming device (controller, VR), Steam, etc ...
