Hello,

I run the PCSX2 1.4.0 emulator but it works very slowly.

The graphic and sound is jerky, but it must be because the PC that I use:
Dell Optiplex 780, here is the picture of the PC:

I also have a Dell Optiplex 755 that does the same.

I even tried it in 64 bits with the same problem of slowness.

However, if I buy another PC, an ATX i7 3.5GHZ tower with card ASUS B85M-E motherboard,
16GB of memory and an ASUS graphics card GEForce GT730 2G PCI-E
do the emulator Will work fine ?

simple :
emulating 3d need more video memory at least you need 4GB of video memory more is better
also graphic shaders, open gl 3.0 support more texture rendering, last thing card must have higher memory bus 64 bit card are for multimedia better 128 bit you need at least 200 and more memory bus
also higher frequency gamers overclock cpu and cards for more fps
2GB is to low to full emulation of 3D consoles like playstation or 3ds

Then the ASUS graphics card GEForce GT730 2G PCI-E is not correct,

yes for full emulation (full speed and performance) then you will also can run rpcs3 at full speed
cemu will run like hell etc.. etc..
decent video card is key to good 3d emulation also will help you in future when new games comes out
best choice buy 8GB card

yes it can be inserted but buy nev video card than cpu your cpu is good only card is weak.
post me graphic card.
i7 is processor for future.
best choice HP aka Hewlett-Packard.
simple :
more outputs especially when you need usb.
higher frequency of cpu.(its important).
also catch for eye looks nice.
dvd-rw can be change to decent burner like : LG or BenQ.
shold have more space.
about lcd monitor so far best companies:
HP and NEC.
about dvd companies so far best tested by me was :
Sony and Verbatim DVD's but DVD+RW it will helps for 1000x write and read.
for cooling silver thermal grease is better than silicon.
about mouse and keybord if you are like playing but you not "pro" gamer.
buy active jet ps2 mouse and keybord or try genius company.
Windows of course but im recomend reinstall to 7 for gaming.
64 bit can adressing more than 32 bit windows.
so you can use all of memory 32 bits will use just half of that.

But, I do not know if it's true, on a Quebec forum someone says this :

To make clear, a computer store comes with a power supply very close to the minimum,
so impossible to add a graphics card without changing the power supply.

What comes almost more expensive than buying a clone at a good custom computer store.

A mounted computer comes back more expensive but allows you to upgrade it to some extent in the future.

so if i was you i choose oc its overclocked version with extra fps.
but its your choice.
one more thing overclock make short lifespan of hadware so you will be need change card in future.

ryzen is recomend its new processor with unique architecture from forum pc specs was made by gamer .
if you will play sometimes and emulators choose pc with i7.
im not recomend 10 for anyone.

vulkan is nev video driver faster than dx and opengl
by design it will load more textures and faster so its best for video rendering like in blender 3d or maya 3d
just by design it will be faster also have more performance.
but if you need really realy good pc choose that from forum.
taht machine from forum will be work for years in any game at full speed.
sli is technology for connect two cards its give extra speed and performance but power comsuption will be multiplied by two
i7 multimedia, old games,emulators.
ryzen gaming.
