Is there a real 3DS emulator?

I found a "rom", I don't know if it is real or not, of Zero Escape with the ".3ds".

Is there a working emulator for 3DS?

Is the rom real or not? It is about 1 giga.

There might be real roms, but there is for sure no real emulators.

Emulators don't just pop up, they get developed and thus for nothing promising in development that is showing playable signs.
