I've had problems with emulating using dolphin due to my slow computer and whenever I play my FPS drops all the way down to at least 4-3fps. Is there any way to configure my settings and prevent my FPS from dropping from 60fps to 4-3fps?

You do realize this is a rhetorical question right? You already gave the answer.You cant run your computer faster by messing with setting per say. The only thing that will allow you to play dolphin is a faster computer. Now you can go in and turn off every enhancement option if you want. Things like shadows and textures. But that will make the game un-playable. You wont be able to see certain objects.Slow PC Using Dolphin
No matter what you do you can not run 8's in a ford pinto unless you swap out the engine.

Here are my specs:
Processor: AMD Athlon(tm) Processor TF-20 1.60 GHz
RAM: 2.00 GB
System Type: 64-bit Operating System
My Adapter: ATI Radeon HD 3200 Graphics
That's a single core processor, roughly equal to an old single core 3GHz Pentium 4. Dolphin will never run well with one core. If you wanted to play at playable speeds constantly you would have to play with wire frames only. the game woudl look like this

So the only possible way for it to improve would be for me to buy a new computer or is there any other way?
Yes, or if you have the know how, or know someone that does... Jus upgrade the board and chip/memory. The video card is not that bad. Though understand even a really fast Intel system runs some games slowly. I have an intel IVY bridge 3750k over clocked to 5 ghz with a very fast video card over clocked as well. I'm very happy but FPS will drop even on my rig
