need help with 1st time computer build for emulators nes-dreamcast

okay guys recently have been interested in building a computer that can emulate games from my very fond childhood.
this will be my first time building a computer and i dont know where to start to pick the best componets to do the job.
so if you guys can please steer me in the right direction it would be greatly appreciated. i would like to keep the budget
around 4-500$ if at all possible thanks.

A little hard either look into an AMD apu (overclocked and look at the latest ones they will save you buying a gpu but get a good cooler maybe a hypo evo) or an I3 with a decent gpu, That really is a low budget. also no lower then 4 gbs of ram you can always upgrade that later.

Try this for amd motherbored : FM2 (comes with build in Graphics core)

(if you save up more money an amd option is an FX-8320 (Am3+ socket type) with one of the video cards listed below)

With maybe something like an hd 7750 (if you can get an I5 and an HD 7770 or 7850)

The rest you can find. mobo psu hdd ram,os and case i would also probably save more money.
and make sure the ram is DDR3

(4 GB of ram or more is also a good idea)

Here are some handy sites AND REMEMBER YOU NEED AN OS window 7 would work best for emulators. and be sure to get 64 bit.

And it would help if you gave me some sites for were you live, also for 400-500 youll be lucky to get an APU build so it seems that your only option, unless you get about 800-1000 for a decent video card and an I5 or FX 8350. Also you may need overclock the APU.

And get the A10 did some looking and it should be the better on for emlation with a better graphics core.
