The XP isn't a computer, it's an operating system. If you're not really used to computers, a new Windows XP based computer will suit you fine.
As for which emulators work well - what are you trying to emulate? Just do a web search and find general opinions. We can't list every emulator and give you an off-the-cuff review...
My friends been running everything from FCUE to Kawaks with the whole XP set up for awhile. She tell's me no problems thus far...
Most emulators run fine on Xp ive got it and thats all ive used with emus, and if you are getting a NEW, NEW computer they should run even better, what emu's are you going to try and run?
