    Default PCSX2 Runs Slow...

PCSX2 goes basicly in slow motion when There are 2 or more people in eyesight, or looking at a large area, I have messed with the settings but couldn't get it much faster, and my computer reach's the specs the program needs.

This was tested on Kingdom Hearts, I even lowered the resolution quite a bit, but didn't do a whole lot.

    Intel Pentium D 3.2gh (I think)
2GB RAM (Ik its not very high)
    Geforce 210 pretty sure 512mb.

    OS is win7 64bit

EDIT : Also Dolphin is twice as bad, but project64/NO$GBA/ePSXe works like the real thing..

You can't use a 64 Bit OS on 2 GB of ram.You must install a 32 Bit system. The minimum ram for a 64 bit os is 4 GB.As for the other specs you should be possible to run dolphin.Maybe your OS is blocking dolphin from running fast.
    solution:
You MUST install a 32 bit OS!

The MINIMUM RAM for Windows 7 64-bit is 2GB. If you have Aero features enabled this will increase. How are you even managing to do anything?
