I see no rep buttons or any of that crap.

Or maybe its all hidden away from me somewhere ?

What are they for ? what governs their amount and who can affect them ?

Can I make dummy accounts to award myself stars ?

They're just a different version of 'pips' which are awarded as your post count increases, I gather.

Now where is this coffee one speaks of?

I dont think a minimum of 8 characters per post is that bad and besides that, if somebody posts something stupid we can just delete the post.
