You may notice that when you press the START button to open the Subscreen, it takes about 5 seconds to show. I've got the solution (for Project64)
Click on SYSTEM --> CHEATS, or simply, press CTRL + C
Activate the cheat SUBSCREEN DELAY FIX and the problem is solved.
NOTE: I haven't tested it with earlier versions of Project64. If I test them, I'll let you know.
