Hello i'm a lil new here i'm trying to play my BoF4 and haveing some slow downs in towns.

Is there a emulator/plug-ins or some seting that may help me

It's slow because of your onboard intergrated chipset.mainly intergrated chipsets are slow.
But there is a SOFTWARE plugin that gives off 60 fps even on a 32 mb graphics card.

Plugin description:
This plugin is one of the fastest plugins for psx emulators
The plugin is using software graphics so expect the exact gfx like the psx
