It's slow because of your onboard intergrated chipset.mainly intergrated chipsets are slow.
But there is a SOFTWARE plugin that gives off 60 fps even on a 32 mb graphics card.
The name of the plugin is:
    E}|{'s software plugin
    Plugin description:
This plugin is one of the fastest plugins for psx emulators
The plugin is using software graphics so expect the exact gfx like the psx
i can't provide you a link but the website is called zophar's domain
    google it
    Good Luck
