Well obviously you need a new keyboard first, as it seems your Caps-Lock key is broken.
Anyway, for an affordable handheld device that can play various emulators I think a PSP is the best. You're probably best off buying a cheap used one with custom firmware (=required to run unofficial software like emulators) already installed.
If your budget is a little higher and don't want to bother with installing custom firmware, how about a netbook (=small notebook)? Although more expensive than a PSP, the capabilities are greater too,
