Is there a N64 emulator that is compatable with a GGE909 Recoil Pad? All help appriciated. Links aprriciated.

Your options are limited to 1964 and Project 64 so if you've tried them with your pad and they don't work then no.

You could try a software solution like Joy2Key or Xpadder though. These convert your pad inputs to keyboard commands which you then configure into the emultor.
