Isn't it legal to request ROMS and BIOs if you've had the game or system, but the disk broke? I have FF7 for the PC, but the disk is scratched and it doesn't load because of it. So, yeh. Just wondering that.

No. The AUP isn't something to be worked around, rule 1 covers it nicely no discussion of or links to sites that offer copyright material like roms, ISO's etc, there aren't any exceptions to that rule. Its for the sites own protection.
Whilst in some cases you are entitled to keep a backup copy of your own media, it has to be in its original format so a rom or ISO would be excluded. Any external source providing roms and ISO's for 'backup purposes' is operating illegally unless they have the express permission of the copyright owner to do so.
