Cannot get second controller aka pad 2 to work

Ok this may actually be a really simple fix, I'm kind of new at this.

I'm trying to get Twisted Metal 2 to have a second player on the ePSXe 1.7 emulator. I have two controllers plugged in and I can configure both of them to what I think is correct but I don't get any response in the game from the second controller.

1) I open ePSXe
2) Run the wizard Guide
3) Config my 2 controllers - everything is looks good (though I have do this every time!) -- They are Port1:Pad 1 and Port1:Pad2
4) Goto Config > Game Pad
-- in both Port 1 and Port 2 the only options that are acceptable are "Pad 1" and Multitap
5) If I select Multitap, then all Pads 1-4 become applicable but I cannot select them.
6) I've tried messing with the settings here but I still get no response from the 2nd controller when I run the game
