Ive read that its illegal to download the bios for emulation.

I have a few questions.

It is stated the only legal way is to get it from your hardware.
Is it illegal to download it online if you own the ps2 considering your "almost" doing the same thing as getting it directly from your ps2, considering you already own it.

Second question. If your playing a japenese language game, do you need a japenese bios, that would be from a japenese ps2.

Please note I am not asking where to download, or anything Illegal hopefully. Just wondering what exactly a Bios is. I apologize if I am.

Yes, regardless of what original hardware you own, its illegal for anyone to distribute or for you to obtain by download.

Yes you need the correct bios for the region of game you want to play.
