trouble downloading through daphne downloader

i've done a couple of searches without success:

every time i fire up the daphne downloader it tells me i've port 6881 blocked.

firewall exception is there ( even tried turning it off). router doesn't seem to have anything set on it to block it...? What am I missing?

Check www.portforward.com. Do you have a static IP?
