Default Why is one cue okay, second not?

Couldn't find answer so posting question. I have SSF working fine. I burned Panzer Dragon Saga Bin & Cue disk one and it playes fine. Burned disk two and it won't play, also ImgBurn says their are errors in sectors when verifying disk. This problem occures with other downloaded games also, (all games from same site). Why will one game, or only one disk of a multidisk game, work while others won't? All are listed as running under compatability list for SSF and all are USA, correct bios, and everything fine. Many nice coasters created though. Help anyone?

    If the problem continue.
    Use Panzer Dragoon Saga (E)S
Use emulator atourne v2.0 Beta 2
    Run 100% perfect.

Thanks for ideas, but neither one worked. Used Daemon tools virtual drive for both emulators. Ah well, perhaps R. H. just has bad downloads.
