Help with FF8

I have just started playing FF8 and continueing the series from FF7

And i have just came back from The first SeeD mission and entered Garden

Now when i enter it asks me to pick and make a 3 person party...

but everytime i try and move an icon from the SUB party it dosnt move over to the ACTIVE party where my main character is.. what is the problem?

When i try to exit the menu it says that i need a 3 man party..

I never see this before but no way get out from the garden without 3 members use the save ball for put 3 members in your party use option switch in maun menu.Your main menmber not have way to change him so put 2 more.
