Its certainly possible but I don't think much has been developed for the PS3 itself yet.
You can get certain builds of Linux running with the PS3 though, so I presume if there are emulators that will run on Linux then you should be able to get them working on a Linux enabled PS3.

Yes but you will need linux and you can download linux for free.
