Is there a Dreamcast emulator I can use?
Search this pages. There are several pages mentioned about dreamcast emulator already.
MacBook Pro 13" with a Retina October 2014 (Purchased on March 28, 2015) - macOS Sierra (10.12.1)
iPhone 6+ - iOS 10.1.1
EMU: SDL MAME - SNES9X - FCEUX - Gens32 - No$gba - DeSmuME - ePSXe - SSF - NeoPop - OSwan - Mupen64Plus - PCSX2 - Dolphin
But the ones I found don't tell me if I can run it or not.
1.5 GHz is kinda slow for Dreamcast emulation. You may be able to run it, but don't expect good frame rates.
So I can run it only it won't work perfectly? Is there anything I can do software wise to increase the speed?
EDIT: Oh, thats my processor, either way, I'm fine with that. As long as I can run it. Any recomendations?
I'm seeing you're running integrated graphics. That's a bad sign too.
And to make things worse, you're running Windows 98 (well, that depends on the emulator).

Your computer is bad for dreamcast emulator.
Buy a brand new and powerful computer then.

Highly unlikely anything will run at a playable frame rate. Less than 512Mb of ram and that is shared with your graphics chip, a relatively old slow processor and windows 98.
You can download NullDC and Chankast and give them a try (won't damage anything to try them out) but its unlikely you'll achieve a playable framerate with those specs.
