Yes... just burn it with alcohol 120% which is the best program for sega dreamcast or so I was told. The sega dreamcast doesn't require pre mod. You can just burn it and run on your sega dreamcast, that's it.

you might need a boot disc also to load up the games

Yes, you need .cdi which is a boot disc already in it to run on your unmod dreamcast.
